my question is how can Somalis and the wider African continent take advantage of this and use it to spark economic and social development

Even with trades you can go into entrepreneurship by having having your own company and specializing.

Exactly, blue collar jobs are the reason why third worlders are so enamoured with the West, it's these people who build and maintain the skyscrapers, streets, sewage systems, transportation, airports, electrical substations etc.

And who said they ain't smart? These guys would run circles around the average third worlder

Remittance and aid has become more of a curse than a helping hand for us. Trump is thinking of cutting off foreign aid for us and remittance will die off soon then we're really screwed.

I also think a lack of job opportunities contributes significantly. There are hardly any labour jobs because we don't have people making those opportunities. There's so much land we could be building on. Though I imagine laziness contributes as well.
