How is literacy defined in somalia?

This post I saw earlier today had me thinking about how we define literacy. Since it'd be obvious to anybody that there's no way Zimbabwe has a literacy rate close to America. I looked into it and this is because a lot of african countires use a different and much lower different definition of literacy. This had me thinking about somalia and how we define literacy? It would seem to me that as native speakers and in a culture where mastery of language so revered. That our definition of literacy is probably not the same as in other african countries. Does anybody know how they define literacy in somalia officially?
 
I've heard that in Somalia, literacy might be defined as graduating from high or middle school, but I can't verify that. Additionally, the Somali government doesn't collect data on literacy rates, so we rely on UN sources for estimates. So the definition that used is probably provide by the UN/ and NGOs

Adult literacy is defined as the percentage of the population aged 15 years and over who are both able to read and write, with an understanding, a short simple statement on their everyday lives (UNESCO Institute for Statistics, 2013).
