1) uk reason for holding this is because of the current "momentum" to help aid the country

2) unlike past conference UK lacks leverage as somali has (turkey,Eu, and usa) that it can work closers with

3) due to brexit UK needs Key supplies such as oil and cheap labour. hence if they can provide and own security platform early, they have first say on these resources

4) UK has shown it's true nature working with UAE pushing for bases,it's soma oil deal that came from the last london conference and finally the largest ngo to somalia "adam smith" was found to be corrupt. This was a blessing as it finally showed UK true colors
