Mogadishu is already semi autonomous state but not on the record, the police, army don't operate anywhere other than Mogadishu. Southwest, Jubbland have their own army, police etc.

The name of the Mogadishu autonomy is TFG, Kenya created this autonomy by the way, and they also created Jubbaland. Southwest = Ethiopia.
