This means nothing, unfortunately. It's just an outgoing administration making bold decisions knowing it will be reversed by the new government in a couple of months. They do this to represent their most radical supporters and to keep them enthusiastic and to "reward" them. They may also do what's publicly popular to the general population but not really feasible. Governing parties who have lost or are guaranteed to lose an upcoming election do this all the time.
