The American government never supported Somalia against Ethiopia. Even when Afweyne renounced his ties with the Soviets and sought U.S. aid, he wasn't supported. The USA told Said Barre they would only lend him military and financial aid once he renounced his ambition of fully conquering the Ogaden region.

Siyaad Barre was actually really popular before the war. And Barre never pleaded with Ethiopia to help him suppress opposition, it was actually Ethiopia who was responsible for arming and empowering Barre's opposition.

And no, there were no more "efficient and productive" ways to get Ethiopia to hand over Galbeed. The only way they were going to give it up was by force.
