Interesting ancient artifact from Hargeisa

A friend of mine from back home posted it on fb and shared it with me! He also told me he'll send me photos of other artifacts they found. I was staring at the photo and found the cobra headwear very interesting. What do you guys think?

There is a Somali archeologist who practices in Somaliland but I can't remember her name.
