Is this omani Governor of Mogadishu a black man?

This guy is Salin bin Hamed bib siad former governor of Mogadishu in the 19th century. From looking at some pictures many of these omani royals look black or part black.
Many other omanis from zanzibar look mixed or full black

This guy is khalifa bin harub former sultan of zanzibar. He also looks pretty black/mixed
