You can start a business in Africa with practically no start-up funds...all you really need is a computer and customers.
I started out in the UK as an import agent and all I had was an Olivetti typewriter and a fax machine...twenty years later I'm still in business.

It depends how luxury. You can open a starter one with that and save up over the years. Word of advice, demand is not that high but it's there bc of the diaspora, NGOs and political peeps. I'd buy the land, start this business in Gambia or Tanzania and build the Somalia one later when there's enough tourists and returnees.
