They dont work at the people level in SL like PL from what I've seen. Their diaspora just take care of themselves runti, you hardly see any project to lift up their people living standards, skills, etc. It's quite common to see in PL golis go around and hand 50 loans so people start small businesses and stuff.

In PL I noticed the people are better off, you won't see people begging you, it's a common sight in hargeisa. In MOG it's even worse as they walk around asking 4 money going to restaurant per restaurants. PL is the lands of opportunities look at how even IDPs are so successful every batch that comes after a few years working construction, ports, and labouring he becomes a business man.

My father summed it up this way when he went to Somalia. Hargaysa dawlad ba jira lakin shacab ma jiro, halka puntland shacab xoogan ayaa jira lakinse dawladi ma jirto. He said they have better government in SL but the people are very 'useless' he meant the locals. Where-as PL govt is horrendous and more focused on mogadishu then it's own people.

And somehow Somaliland still manage to pay their civil servants and army unlike Somalia and its puntland region
