There are no isbaaro in Jubbaland. Govt checkpoints are not isbaaro.

there is also informal isbarro lol. I’ve seen many time random trucks being held hostage by clans due to money being owed by someone from another clan. They get away with a lot of these crazy prices due to money from diaspora and aid from west. Otherwise no one would have money to pay crazy prices in Somalia
