Theres a reason why you never hear about unrest in Kismayo. Inflammatory clan speeches/events should not be tolerated. If they want they can hold these parties in Xamar or Caabudwaaq.

As for prison this is subsaharan Africa they will go to a fake holding at the police station get a talking to and leave.
