I was talking with my cousin who lived under the kacaan in the 1980s and she remembered that to study in school you were forced to pay 120 shillings. Also as she learned the Quran and wore the hijab the NSS used to take her and some other students from the school.

my mother studied in ceerigaabo and then in hargeysa and told me that school was free, but not many women went to school, her class mates were mostly men.

there were spies or “watch-men” in every class room, but everyone had the right to free education. also, many people went to xamar for university. one of the only benefits of kacaan was the free education system.

The teachers were not paid enough so they made the children pay up. It wasn't a government policy but it happened.
