Basically this is what's going on, the court already ruled they'll take a look into this case, kenya had up till today to reply and answer to the court on why they shouldn't/can't look into the case.

If kenya don't answer, it simply means the case proceeds (which kenya was avoiding cause they know they won't win), kenya technically lost this case earlier this year, now it's just gonna be a long trial that could take yrs for it end

Kenya has filed its response at the International Court of Justice in the Indian Ocean border dispute case filed by Somalia.

A statement from the Office of the Attorney-General Githu Muigai has said Kenya’s position is that the maritime border remains as it is and the dispute be solved through negotiations.
