An informal economy where people don't pay taxes only leads to 3rd world conditions. I hope Khatumo formalizes all its economic industries and demand everyone living and operating in the land to pay their taxes. You need to stop allowing people to live on your land and operate businesses and pay nothing for it. The govt manages public services and its citizens and private industries who should pay taxes to their govt so it can do its bit.
