It wouldn’t work. Hargeisa is the second coolest Somali city after ceerigabo. Berbera is like Djibouti. Unless SL because more wealthy and electricity becomes cheap it’s not a viable capital city as the masses won’t be able to afford A\C. In the winter its not bad but in the summer it’s untenable most reer berbera move to the sheekh mountains during the summer.
