This is perhaps the biggest bombshell of the UN monitoring group's report. The leadership of Alshabab in the North-East of Somalia is mostly from Somaliland.

Out of the top 13, only 5 are from Puntland. The rest are either Hawiye or Dir. I have warned about the fact that Somaliland was giving safe haven to Alshabab in exchange for them attacking Puntland. This proves that the ideological center for Alshabab is Burco, the same city AIAI was founded. Somaliland will sooner rather than later be exposed for harboring terrorists and working with them to destabilize Puntland.

The German political scientist Markus Hoehne explained the motive behind this tolerance of Alshabab's use of Somaliland territory to recruit and aid Alshabab in attacking Puntland with the full knowledge of the public in places like Burco and Ceerigabo. He says in his 2015 book "Between Somaliland and Puntland":

Puntland should let everyone participating in the War on Terror know that Somaliland is a terror sponsoring entity and is actively harboring terrorists.

In its final report for 2014, the Monitoring Group described the systematic policy adopted by the Puntland Administration of arresting suspected Al-Shabaab members only to be released, and in some cases where overwhelming evidence had strongly suggested a credible Al-Shabaab link (S/2014/726, annex 1.4, footnote 48).

40. During the current mandate, the Monitoring Group uncovered documentary evidence, corroborated by observations from secondary sources, that the Puntland authorities continue to employ a “catch-and-release” policy, whereby detained individuals are set free, notwithstanding credible evidence of ties to Al-Shabaab. The Group has obtained copies of release orders for seven Al-Shabaab suspects and convicts dated between June 2015 and 16 April 2016, signed by various senior Puntland officials. The Group also has in its possession internal notes from within the Puntland Intelligence Agency profiling each individual and outlining his affiliation with Al-Shabaab.

According to Puntland officials, the Al-Shabaab convicts had been freed after legitimate court processes and the suspects had been released either owing to a lack of evidence or on account of an amnesty announced by the Puntland President, Abdiweli Mohamed Ali “Gaas” in August 2015.20

However, it is difficult to disentangle the strength Mumin’s ISIL movement from Puntland clan dynamics, namely the longstanding opposition of his Ali Salebaan clan to the traditional ruling clans in Puntland. By remaining in the Ali Salebaan homeland in Bari region, Mumin has effectively shielded his small pro -ISIL faction from the reach of the central authorities.

7. In addition to Mumin, the Monitoring Group has identified two other leaders in Puntland’s ISIL faction. Mahad Moalim (Majeerteen/Ali Salebaan) is currently serving as Mumin’s deputy in Bari region, having defected from Al-Shabaab in December 2015.8 Moalim is perhaps responsible for facilitating the arrival of fighters from Yemen into Somalia, as well as the importing of arms. 9 Prior to joining Mumin’s ISIL faction, Moalim had been assigned as the deputy head of finance for Al-Shabaab Northeast (ASNE) in the Golis Mountains, under thenemir Bashir Shire Maxamed.10

8. Another high-ranking member of Mumin’s faction is Abdihakim Dhuqub (Ali Salebaan/Ismail Ali), a former schoolteacher. In its 2013 report, the Monitoring Group identified Dhuqub as a cousin of Abdulqadir Mumin and a member of Al-Shabaab operating in Bari region.11 It also reported that Dhuqub was involved in the creation in 2004 of the first Bosaso cell of Al-Itihaad al-Islamiya (AIAI), an ideological forerunner to Al-Shabaab.12

(e) Ali Ahmed Hassan “Ga’amey” (Harti/Tinle): involved in the creation in 2004 of the first Bosaso cell of Al-Itihaad al-Islamiya (AIAI), an ideological forerunner to Al-Shabaab.37As of February 2016, “Ga’amey” is reported to be based in the village of Madarshoon.
(f) Mukhtar Abdinur Ahmed a.k.a. Ahmed Guray: ASNE military commander; captured in Garowe 25 December 2014 while fleeing south from the Golis Mountains. 38 Puntland authorities reportedly later released Guray as part of an amnesty programme.
(g) Hassan Abdullahi a.k.a. Hamas (Hawiye/Hawadle) part of an ASNE tasked with eliminating Mumin’s faction in Qandala/ Beledediin, Bari region (h) Ali Macane (Issaq/Haber Jaalo): from Burao, Somaliland; other details currently unknown
(i) Yasin Mohamud Abdi: head of an ASNE force in Bari region (unconfirmed)
(j) Abdullahi Saxiibow (Issaq/Haber Yunis): leader of a logistics/ transportation team based near Erigavo (Daallo Mountain)
(k) Harun Dheere: native of Puntland; other details currently unknown
(l) Hassan Afgoye: Member of Al-Shabaab’s Shura Council and head of its Finance Department. On 20 November 2015, the US Department of State offered up to a USD 5 million bounty for information on the whereabouts of Afgoye.39 Although multiple SEMG sources have placed Afgoye in the Golis Mountains during this mandate, his exact role within ASNE is currently not understood.
(m) Yassin Khalid Osman “Kilwe” (Warsangeli/Dubeis/Hanif): close relative of former Al-Shabaab emir Ahmed Godane. Sent to the Golis Mountains in early 2010 by Godane with 40 fighters to assume the leadership of Mohamed Said Atom’s insurgency. 40 Since 2014 “Kilwe” no longe

ISIL/Alshabab in Galgala is a movement of the minority clans who don't want to be dominated by Puntland kinda like how the Sunnis in Iraq are using ISIL their to fight of Shia oppression. Puntland officials are also working with Alshabab by releasing alshabab suspects when there is credible evidence showing they are alshabab. Instead of deflecting blame on Somaliland, you should be more inclusive of minority clans so they don't have to turn to terror to defend themselves.

There are thousands of Western citizens who leave to fight for terror groups does that mean their country of origin supports terrorism? Nobody can stop somebody from joining these groups if they are determined. Why don't you address the fact that the LOCALS are the one who make up the bulk of these fighters and a fraction of the leaders? Or why Alshabab suspects are being released by your government when there is credible evidence they shouldn't be? Is it because they happen to be MJ?

Al Shabab doesn't care about clan. It consists of everyone however reer Somalia make up most of the foot-soldiers.

The majority of people in Somaliland and specifically in the eastern portions believe it is okay for their radicalized sons to participate in Alshabab's terror activities against Puntland. Clan animosity was provided with a religious excuse and they see it as a way to weaken Puntland.

I am sure if a group that was killing people daily in Somaliland was led by an MJ and funded in part by masjids in Puntland, the outrage would be unbelievable. Somaliland is playing footsie with these terrorists and pushing its radicalized youth onto Puntland to kill two birds with one stone in the process destabilizing Puntland and southern Somalia.

I think Sland, Pland, Galmudug, Mogadishu etc should have a mutual agreement to obliterate these seeflabood thugs regardless of clan. Why was that "abwaan" released?

If my own son was part of this group and got caught in Garowe I give Gaas full support to cut him into pieces. Terrorism is a virus.
