Ranked by urgency

1- Somalia is entering a famine state by the end of this month.
2- Distributing aid fairly and to the most needy, and keeping the death count from reaching the tens of thousands.
3- Taking the fight to Alshabab in Jubaland and Southwest state. He must regain the main towns along the Mogadishu-Kismayo r
4- Coming to an agreement with federal states on taxes to be paid to Mogadishu, the port/ airport revenues of Mogadishu can no longer support an actual federal government. The federal states must pay up.
5- Constructing a neutral SNA capable of actually replacing Amisom.
6- Alshabab is looking resurgent as troop contributing countries withdraw and donors (Trump) rethink the $1 billion spent on Amisom yearly.
7- The constitution must be amended and passed before the end of this year, huge fights expected over the division of power/role of the President and PM.
8- Delimitation of federal state boundaries, especially those between Galmudug and Puntland.
9- Appointing a PM that can work with him for the full 4 years, not wasting months removing and appointing PMs.

These tasks have piled up over the past decade and nothing has been done to address them. It is going to be a long 4 years, but it is difficult to see how you can do this in 4 years. HSM wasted a lot of precious time and international goodwill.

I believe that Ethiopia, Kenya and others will try to derail his presidency as much as possible. He shouldn't rock the boat too much especially early on.

If he actually tries to get Amisom out before creating an SNA that is capable of replacing them, he is digging his own grave. He must not yield to popular will on this issue, although it is very tempting to simply order Kenya and Ethiopia out of the country. While they are screwing us over, they do actually help Somalia against Al kufaar, and we don't want a collapse in security from where it is today. He has to walk a very tight rope to appease the public.

I would assume IC would be more willing to reequip the SNA if corruption can be reduced.

That damning UN MG report pretty much stated all the funds for the army were diverted, weapons and uniforms going missing, etc.
