Would incorperating a similar system Ethiopia use to have with Liyuu in Somalia work? Where clan/federal militias who will be completly loyal too the government and brutalize anyone who step out of check.

Somalis will oppose soldiers/federal army from another qabiil controlling that area and be there but will be submissive towards their own brutalizers from their qabiil. So they wont be able to use the qabiil card against a militia loyal too the somali GOV.

Who is going to be loyal to a government that has no money to invest and no army to threaten you with? Carrot and stick they call it and the FGS has neither so no one is loyal to them.
