It is not true that no one cared about the environment the old Somalis actually had quite a lot of stipulations in their Xeer for environmental conservation and controlled use of resourcesNo one gave a crap about the GREATER environment at that time (unless were talking about local trashing and such). This is a just a fee for getting the ablity to dock in the port during times of bad weather.. a common practice.

There is no substantial difference between the past and now except that now we have more tech and leverage to do stuffMaybe, but not for the reasons you think probably they didnt care for the environment and rightfully so.
