In poorer countries like Somalia it's gonna have to be the millitary. They're the only force that can drive change and take control from the polticial class established in Somali politics in the last 30 years and from clan warlords. Assuming they're ruled by a capable millitary man.
But that won't happen as long as the government keeps the millitary purposefully weak. They know what's going to happen.
