Not really, you’ll need a lot of dams and trees to absorb and evaporate some of that water so the water cycle is restored. Otherwise it will disappear in a few months

This is easily achievable tbh, but I doubt our leadership would care enough to implement this
 
I would dam everything from Gacan Libaax to Oog. Sanaag would be tricky it's so mountainous with several basin tributaries that go into Nuuhaal some just end up flowing into Gulf of Aden. North of Hargeisa, Borama, Zaila and lower Togdheer region have potential.
