They are just saying that to make the delegation happy. I doubt the average civilian backhome wants to learn a useless language

We should revive Proto-Cushitic and make it the lingua Franca of East Africa, like how Israel did with Hebrew.

I wouldn't revive proto-Cushitic, that's like saying let's revive Indo-European. Instead, what would work better is a Cushitic version of a hybrid language like Urdu (derived from Hindustani but heavily Arabised/Iranised/Turkised) or a Conlang like Esperanto.

That would be hard as there was record of Hebrew and some people spoke it whereas no one speaks or has written proto-Cushitic. They can try to merge Somali, Oromo and Afar to create a modern version of it.
