I think it is because it hosts politicians and other high profile people in Mogadishu. That is why.

They should build restaurants and hotels on airport grounds for the UN and foreign diplomats so locals aren't in the crossfire or victims of bombings in their own city

Al shabab doesn't target only UN but any politician . In general it is advised if you are in Mogadishu to avoid areas with big public
gatherings (that is where 99% of suicide bombings take place).
