I am not familiar with the Somalia case for it, but in the West the political correctness culture first started at the social science departments of Western universities and then spread to mainstream culture.

Tangent, but there also many locals who were educated in developing countries like Egypt, India, Malaysia, Pakistan, Kenya, Yemen etc.
