No it’s not .Cadaado is still the best town planned city in galmudug
There is a difference between development n planning. Everyone knows Cadaado is the best planned city but the essential services in Caabudwaaq are far greater.
I don't know about Cadaado's position in the development rank but I know Dhusomareb ranks lower than Guriceel, when people are injured in clan fights near Dhusomareb between Dir - Cayr or Saleebaan - Cayr, the injured Cayr are hurried to Guriceel going past Dhusomareb. Economically Dhusomareb fell off, even Balanbale is better, but obviously Caabudwaaq tops them all when it comes to economy, development and size, the only bad thing about Caabudwaaq is no town planning, same with all the towns outside of the main south-north road, just look at Goldogob, Buursalax, Buhodle etc
If Caabudwaaq was planned properly it would no doubt be the uncontested best city in GM.

Dhusmareeb is the sole place where all aid money goes to and even then.

.143540/Caadao n Guriceel are just lit up by LED lights show us hospitals universities roads n police. Something that can indicate development not storied buildings.
