It has lots of potential. The country is near the world's busiest shipping lanes + landlocked Ethiopia needs the country to survive. But their government is too corrupt so I don't have that much hope

It's also worth to note (although most on sspot will already know) that Djibouti used to be a french colony and up to this day there is a french military presence in the nation.
I doubt it'll be used for military purposes as it's too exposed but its probably owned by France for something?
