Who says you have to hand out anything? Saudi is moving off it because they know it will run out and the world is trying to move away from it due to global warming. The Saudis became filthy rich off oil though. Somalia has a fraction of the population of Saudi so you wouldn’t have the same issues. At the same time, the oil wealth will probably be stolen by whomever is occupying the villa.

What do you mean no more oil exploration? All the phony contracts with western companies have been terminated. Only the recent one with Turkey is ongoing with the ship currently passing Djibouti/SL. It's better to only have one official contract anyways.
