I've heard this before.

There's another conspiracy that America is in on this. That apparently the overthrow of the Chubby One is imminent, and his replacement by a close relative will lead the road to reunification. This deal was apparently chalked between all the big powers.

Yet another conspiracy, held mostly by the Chinese citizens, is that the US wants NK to keep their Nukes because it gives them an excuse to keep a heavy military presence in SK and Japan.

Ya communist countries are built up so that they can be useful to the USA or its succeeding superpower. Somalia was communized and radicalized at the same time which allowed al shabab to take hold of the country more easily. If you can push identity/history out of the way, the population is willing to accept foreign ideology.

China doesn't want Korea to unify as it will create another power able to direct regional geopolitics like Japan. Currently NK depends on China and the world has to negotiate through them on all NK issues.

Doubt Japan wants a stronger Korea also as it could've taken them out the moment they started to research nuclear weapons in 2006.

However if NK does produce a viable long distance ballistic missiles program then all cards are off and since it changes the status quo.
