Yeah most likely possibilities are China or UAE, China alr does it to Mauritanias coast and a lot of their dolphins died as well

I also suspect the houthi caused oil spills have something to do with it as well but I mainly agree with you on it most likely being toxic waste/illegal and harmful fishing by foreign entities.
