I say they are weak for letting this madness go on for this long. The Haawiye guy who let PL steal easternSool seats didnt even get Benaadir statehood, and he even gave them Fiqishini seat even though JSL controll most of Sool and Sanaag. And, the problem is asymmetric confedralism: Benaadir still doesnt have the same level of autonomy as the other states. They even need federal approval to even have a thorough investigation of who killed a NISA officer
