I think he means Burco and Hargeisa, which weirdly have no direct road linking them.

The most important road to build in Somalia would be the Dolow-Jilib road linking southern Ethiopia's highway system to Kismayo port. And followed by a coastal road from Mogadishu to Eyl opening up a large section of the country.
