Wasnt the Mayor of Mogadishu also the head of the state of banaadir?
This was already set in Stone during HSM tenure as President.
As far as i know he made a deal that wacbuudhan would get banaadir, harti would get no competition from wacbuudhan and other mudulood tribes in HS and get seats over there and share the Presidency of HS with his reer abti (Hawadle) wacelyse (his tribe) expected to get a second term and some influence in GM. that last one blew up in his face.
