I suggest a long, hard investigation needs be carried about about this. The person can only get back their house if they prove it wasn't I'll gain, if not then the government should take the house and resell it to get the public funds back kicking out the illegal squatters in the process

No there were mortgage system back in day for the government employers, from private construction company remember at that time the population was 5 or less million plus the workers in gulf countries built their homes. It was halal money.

The whole reason why people took houses in 1991 was because lots of houses were actually given away by the last government or built with state money. In berbera for example some peoples imported cars would be taken away by the state and given to someone else.
