What i want to know is how will they fund this? this will cost billions if not tens of billions of dollars, did they get lucky and hit some kind of jack pot with a new found resource say oil, gas etc ? or is this just another fantastical fantasy ?

Inshallah Djibouti will look like that, Dubai was all built in less than 10 years, but this dream solely depends on the leaders.

A lot of other Mega projects underway too. Like the new airport being finished in 2018. The new Ethio-Djibouti gas-line. Tadjoura port , new Wind Farm etc.
What did China get for funding new Ethio-Djib railway? Bank of China is covering the expenses. These are loans.

Ethiopia is a nation of a 100 million people and projected 7%+ economic growth for the next 2 decades. It is a secure investment. Djibouti can't be compared.

Whether he is Djiboutian or not it doesn't matter, the heavy investment in Djibouti, Somaliland, Puntland, Mogadishu makes me happy. That's what we should be grateful for.
