Im all for it.
I would also have the army and prisoners work on civil projects. Building roads. Homeless shelters. Trash collection

A large number of university educated people are out of work in Somalia, why increase that number?

A trade apprenticeship would be better:
  • Free labour for government funded infrastructure projects
  • Prisoners can find work and become productive members of society after their sentence.
  • Decrease in ajanabis working jobs, which should be done by Somalis (pretty much every electrician/plumber in Hargeisa is from the Indian subcontinent).

A while ago I saw one of the prison welding woodwork etc.

Yeah too many graduates in fields that there are no jobs. If you ask the average university student/ graduate what job they want it's airways a comfy office job.

Which leaves the ones that couldn't afford to go university to him the police or army.

So far in Somalilland be Berbera us the best for emollient employement as you either become a coastguard / work at the port / the animal cages or just start to fish
