This is insane illiteracy rates only 33% are functionally literate. All them regional exam numbers only captures 33% of our children.

I noticed the people do not like pooling funds together and addressing a challenge like literacy or health. If we don't pool funds together, their no way we can reach our targets of universal access and don't look to the outside world as the first question they will ask why you not collecting funds from your own locals or at least demonstrating they are participants.

only 30% shocked me that's only 3 in 10 youths are functionally literate. Our student enrollment should be 100k and above not 45k. any comments puntites. I was under the assumption 6 in 10 are literate or 60/40 rule, didn't know it was this low.

Do you know what the running cost of a primary school is in your area? we will need to multiply that untill we achieve 100k enrollments. the Building cost, electricity, sewage, water, school equipment, teachers, 20 students to each teacher ratio, buses, meals at school. we need to quantify the cost and begin a public fund untill we reach 100 to 125k students enrolled.

Puntland doesnt have that much money, because tax system didnt reach all puntland.
