@FBIsomalia After Deni successfully completed the taxation and security institution reforms. He is now tackling civil servant reform, he wants to make PL have the best quality of civil servant in Somalia. Deni said the clan elders are corrupting the process of civil servant, they want their clans-men assigned high positions but they don't have the knowledge for those jobs.

They argue PL power-sharing is clan based and this is what Deni said he will change. Every position in the future will be advertised and will go thru a selection panel and those with the best knowledge will be selected for the job. No more crying 'clan card' for anyone.

@FBIsomalia Deni promised to create a Puntland when u get down from airport u will enter the capital and see everyone up in the morning and going to work in private industries, while @TekNiKo and his clan are 'alive n breathing but not moving forward' and wasting time in sheeko sheeko at cafes.

@Pwyneth Galtrow I would suggest to PL govt to create a 'civil servant framework' rather then addressing each worker, they need to group all employees based on 'civil service ranks'.

For example, Rank 1-3 level type of worker and listing the skills required, Rank 3-6 level worker and skills required. Managers and their ranks and their required skills, experience, and qualification. They also need to divide the workers up into 'streams' like HR-IT-Technical-Policy-Projects-Audit.

No position in Puntland should be based on clan, it should be based on talent. I am glad that President Deni's government is reforming the civil service. These clan elders need to stick to their job which is maintaining peace and 'overseeing' the work their clansmen do.

I agree we've moved on from clan based appointments. The state will never evolve if corrupt 4.5 knuckleheads get titles & not capable of doing the job . The Police transformed quickly into an effective and productive institution after Deni based all appointments on talent with no single clan complaining or wants their positions back
