All of them should be executed if they've matured. Why would you spare anyone under 20 when they could be mature as a 16 year old? They need to be executed as well.

International community was not happy about executions. Everyone was over 18 but supposedly some of the crimes committed before age of 18 for 4 of them

Executing those at the top of the heirarachy is ideal, however getting rid of these footsoldiers sends a strong message and acts as an effective detterent for future kids who think of following the same path.
