Our forefathers in 98 saw waiting for Mogadishu was a futile strategy because they knew hg and abgaal had a Haram pact after the 4 month war to forget government and split Mogadishu and just enjoy the loot and isbaaro. They agreed to this after seeing that a govt will only create bloodshed for them and therefore the best solution was no govt and live in Haram. Our founding fathers knew this everytime a bogus national conference was held they knew that hawiye was only showing up to create some disagreement so their Haram pact isn't disturbed.
They are the only clan who all their wealth today is rooted in 91 darod assets or govt assets. Current models our leader can discuss about Puntland relationship with Mogadishu can include full blown secession or a confederation or even hybrid federation like China and Hong kong for 99 years duration with reviews each 25 years to see if Mogadishu has reached the necessary milestones such as security, political stability, civilian economic development(not Haram looting ganacsato development), rule of law, infrastructure development, and most imp ortantly recognition from their own local and foreigners about their direction and performance.
