Are Somalia's borders not made by the white man. f*ck that are the borders of literally every state in Africa and the majority of the world not drawn by the white man. The respect of Colonial boundaries and the uninfringment of these borders are literally the most basic tenets of international law. The Union of SL and Somalia happened after the independence of both and so integrity of the border outside Garowe is more significant than creating a clan enclave acting like you're a ethnic group.
