
This is currently the recognised districts of Puntland. The current parliament is based on the 1991 district not 'tribe'. People are totally ignorant of Puntland and criticize it without knowing how the system works. Their criticism is due to criticising their own 'made up arguments' since they don't know how PL works.
Meel kuma arkin Inta la fadhistay oo qabiil loo qaybsaday like mogadishu, that's the only system they know in mogadishu and assume all regions work like that. It is true to a certain extent after we shared on districts that those districts then shared on tribe because 'districts' are settled by tribes. So if 3 MPS was given for Bosaso not because of 'tribe' but because that is the district quota each district gets since it's district power sharing, obviously those 3 MPS will then share bosaso along tribal lines but that doesn't mean the power-sharing mechanism and the seat mechanism is based on tribe, it is always based on district first, how you share it after-wards it's up to you and your locals. Some may share it on 'xafaad' and some may share it 'on tribe' wa hawl iyaga u taale taas, it's not puntland problem anymore and the district that live there to work out.
Bari today is 8 District however in 98 which is effectively the constitution still in use it's only 6. It currently has 21 MP(which is unfair and from nugal portion(which should be 12 but is 9 today) an extra 2 which nugal lost to solve their bitter disputes). Their rightful MP is 18 for 6 district but due to bari internal matters, nugaal sacrificed 2 of it's mp's towards that end. They became 21. Anyways their looking for a boost in MP's in the future. 2 districts added, they will go up from 21 to 27 using the 3 formula per district.
Cayn - Will the same adeer, nothing has changed for them since we last came together to look at their territory. They are still 3 districts. They will have 9 MPS
Mudug - Nothing has changed. 9 MPs. Except the 1 MP that was given to them back in the day from nugal to settle their internal beef, so they are 10 MPS.
Sool - Their will be changes here. They were only 3 districts and now 5. 9 MPS originally with an additional 6. So they will get 15 MPS.
Karkaar - Now this is gonna be a big change, they never existed as a region and were lumped into bari as per 1991. 9 MPS based on their district portion. Big gain has occurred and change for this area since the last time the constitution was opened.
Haylan - Big change here also, these boys weren't around either and lumped into sanaag. 9 MPs should come out of here.
Sanaag - one change will happen here an additional district, they are up to 4. Currently only 3. They will get 12 MPS and not 9 and how it is currently.
So the future puntland parliament even if does open up the constitution. Only gains will be Karkaar 9 MPS, Haylan 9 MPS, and 2 district gain for Bari which will be 6 MPS and 2 districts for sool an additional 6 mps. A total of 28 MPS will join the parliament OFFICIALLY.. Taking the total up to 66 + 28 = 94 MPS for this region.
So yes things are going to change and the legal mechanism for district has been satisfied. You can't just be a district, you need to prove a settlement and a surrounding population that is connected to you. You need to prove a worthy constitutency that isn't fairly represented.
