Puntland Productivity Value Is Low

This is something never discussed in Puntland by any official or resident. The productivity of the people is very low, anything they touch takes extremely long to complete. An example is this Bosaso Sporting Ground, it's been ongoing for well over 3 years, anywhere else in the world or any other people can complete such project within 4 weeks maximum. You also see this inefficiency across the board in any project undertaken in the region.

Puntland need to learn or get trained in efficiency, they output more labor supply while it takes longer to complete, while anywhere else they can do this job with 5 people and have it completed in 4 weeks. Wallahi this is a huge problem for economic development when your workforce is this slow. How can a 5 ppl team in Australia can do that project in 4 weeks but it takes PL 3 fuckin years with way more labor also.

youre simplifying this way too much, a country just cant learn how to be efficent. A lot of other factors play into this. Efficency its self has many factors, im no economist ill say it right here but I see that most of your takes have to do with economics. But one factor is motivation for those involved. From workers, management and the government. Are the workers motivated enough to complete the project, will they get paid for their time. Is it for a greater goal they resonate with? Will they be praised and honored in the community for doing this. And for the managers, again are they motivated to do this, do they have the money, are the being supported, Or are they getting a benefit from having the project delayed so much.
I took a look at that project and structurally it looks completely finished, but how long has it been in that state?

See that is only one aspect of efficency and it has so many effects on why this project could be taking so long.

That’ll take a while to improve, and tbh there’s no single way to fix or raise productivity levels without multiple factors being at play. Unless there’s a mass migration of diaspora Somalis who are business minded or economists then that’s not gonna be fixable in the near future.

thats 1 motivation, motivation for the managers. Their stealing the money, so why not extend the project as long as possible to increase their reward (the stolen funds)
