Garowe (PP News Desk) — Puntland State Vice President Ahmed Elmi Osman today inaugurated decentralisation confrernce for implementing ministries.
The confrence aims to be a forum for partners in the decentralisation plan to deliver government services effectively and efficiently.
Mr Elmi said that the decentralisation plan had significance for the democratisation process currently underway in Puntland.
Participants discussed three areas of the decentralisation plan to speed up implementation of core sevices in plan. Participants discussed decentralisation of primary education management and healthcare delivery to districts.
Ahmed Elmi Osman: The decentralisation plan is a part and parcel of the democratisation process in Puntland.
Successive Puntland administrations were resistant to the change that the decentralisation plan would entail. The clan-based Puntland electoral system has been at odds with decentralisation imperatives.
With Puntland preparing to conduct controversial pilot local elections only at three designated districts, the momentum of decentralisation drive serves as a fillip to breaking the centralisation in a Federal Member State that prides itself upon being the originator of the federal system for Somalia.
Another topic discussed in one of the confrence sessions pertained to exploring ways local governments can have a role in the management of utility providers.
