Can this be explained from the beginning? How does this guarantee PL funding, is it because the sourcing is from UAE & AfDB rather than World Bank and UN via Xamar? If that is the case, the amount intended for PL from Xamar will just be gobbled up and consumed by the moryaans in Xamar. I'm a big advocate in having PL hands in both pots, because Xamar remains the control center where money, networks and political power is concentrated, it behooves PL to divide as much energy in securing there as it is investing in North East. That is the more pragmatic choice imo
