We need also a business tax that is adjusted to companies revenues and size. Small-Medium-Large companies must pay a rate of taxation on they're revenues. We also need income tax on employees at every level even the god damn southy working in construction industry or hospitality or maid.

Puntland can survive on it's own without needing aid if we collect our taxation from various sources in our state.

Right now all we collect tax on is vehicles-land-infrastructure

We already implementing taxation against the people. The tyrannical government should not be taxing people without letting people vote first. Somalia government should own couple businesses so they can raise revenue rather than going after the people. This what happens when U.N is giving you money and telling you the economic development. Is very obvious we are going to have like western countries 20-25% taxation on income, 5% sales tax, 10% capital gains tax, import and export tax, may allah have mercy on us a property tax.

Taxation is theft. If the person is nationalistic enough let them voluntarily pay taxes.

Puntland needs a cigarette and khat tax, that will make a lot of money.

For example: A pack of Royals 20s goes for 20,000 shillings ($1 USD) on the street.

Imagine if they implemented a 100% or 200% tax on imports on top of 5% sales tax, that would mean a lot of money towards the PL finance ministry. As a compromise, Puntland should also promise to put that money into healthcare so that the smokers and khat users are paying for the people's health and wellbeing.

I am smoker, but I am wadani, I will pay my extra tax on cigarettes like I do in Australia. In Australia it costs $30 just to get a pack of 20's and this is the 'lowest grade cigarettes' it's not the expensive benson hedges or camels.

As smokers or khat users, we are burden to the health system and should pay our fair share of taxes on our 'poisons'. It's actually better for my health the extra taxes Australia put on cigarettes, It means I have to budget my poison and not smoke like a chimney. If I was in Garowe I would smoke like a chimney because it's 1 dollar for a pack of bensons.

They should bring in taxes on cigarettes and make it $5-10 dollars to buy a pack not 1 dollar, waaxasi waa haram cad weeye, I know when I am abusing the system but that sort of free market shit is unworkable because it will damage my health in the long run because it's so cheap to smoke.

@Periplus while your at it, bring in sugar tax too, lots of people are becoming diabetic in our society because they eat to much sweet stuff and don't exercise and this will lead to a health hazard in the future.

Let's be fair and punish all equally not just smokers or khat users who I do agree are a burden on the health system, we are more likely to use the system then someone who isn't a smoker or khat user.

The system we have in Australia is good but if it were implemented in Somalia, the common man will complain they cannot afford to buy cigarettes and get black market cigarettes.

What Somalis need to do is tax cigarettes and khat to the point where it's expensive but still within affordable reach for the common man. This will reduce smoking numbers but will also make sure people do not opt for black market cigarette alternatives.

Sugar tax is a very difficult tax to implement as it requires inspectors.

You will need inspectors to establish a benchmark of what qualifies for the tax and then also have them go around each bakery to test if their products comply or need to be taxed. They will also be required to test each mainstream consumer product in the market, in order to have a register of what products required to be taxed and which don't.

A better tax would be a luxury food tax, similar to the food GST Australia has. This tax would be implemented on food's that are not necessary for human survival so cakes, candies, biscuits, basically anything that isn't fruit/veg/bread/meat/seafood/dairy.

Australia went to far. A pack of 20's is like $2 dollars globally, they added $25 dollars worth of taxes from 2012-2020, it was called the tobbaco excise, each year at september it would increase 2-3 dollars and it would do this for each year up untill last year. They have made cigarettes so unaffordable people have reverted to e-cigarettes-pouch tobacco-and black market imports.

I say make cigarette packs in Puntland be at least the price of a mardhuf khat around $10 bucks. But even if it they increase it to $5 dollar a pack, thats still going to bring in huge revenues into Puntland. But your right we need to balance in one hand that we need smokers buying cigarettes and on the other hand the health burden they will become on the health system.

@Periplus what about the 'meat market' this is a luxury food item where-as it's treated as 'staple food' in Puntland. We need to create a 'meat standard' and cuts and charge accordingly to the 'cut of meat'. It's not the same getting the loin/ribs area of a sheep-goat-cow to the rump portion. In Australia bread-milk-eggs is the only staple item that remains cheap and low, everything else is under standards-taxes-or market forces.

This idiot in Ethiopia gave me a rib section of the 'cow' and charged me like 2 dollars, everywhere else that rib portion would cost around $40 dollars for the portion I got.

We need to create standards and have auditors monitoring the market.

You want the government to provide services like healthcare, infrastructure, and security but you don’t want to pay taxes.

PL Government already used sales tax to fix four roads. That is what we like in Deni. Each promise he implemented in ground.

4 new roads and new sporting ground for Bosaso and usual manual based sanitation rounds. We need to automate the city sanitation with machinery not more people.

We need an office called Puntland Registra that collects population information of Puntland, we need a birth-death-marriage registry so we can provide people with birth-marriage and death certificates.

There is a huge absence of record keeping in Puntland. We should be even keeping records of the weather, jobs, water sources, electricity. Everyone in Puntland should have an ID card be it driver license, student id, proof of age card as a bare minimum.

Just to add to this...the new State Bank of Puntland was built using sales tax revenues.
