Imagine if they implemented a 100% or 200% tax on imports on top of 5% sales tax, that would mean a lot of money towards the PL finance ministry. As a compromise, Puntland should also promise to put that money into healthcare so that the smokers and khat users are paying for the people's health and wellbeing.
I am smoker, but I am wadani, I will pay my extra tax on cigarettes like I do in Australia. In Australia it costs $30 just to get a pack of 20's and this is the 'lowest grade cigarettes' it's not the expensive benson hedges or camels.
As smokers or khat users, we are burden to the health system and should pay our fair share of taxes on our 'poisons'. It's actually better for my health the extra taxes Australia put on cigarettes, It means I have to budget my poison and not smoke like a chimney. If I was in Garowe I would smoke like a chimney because it's 1 dollar for a pack of bensons.
They should bring in taxes on cigarettes and make it $5-10 dollars to buy a pack not 1 dollar, waaxasi waa haram cad weeye, I know when I am abusing the system but that sort of free market shit is unworkable because it will damage my health in the long run because it's so cheap to smoke.
@Periplus while your at it, bring in sugar tax too, lots of people are becoming diabetic in our society because they eat to much sweet stuff and don't exercise and this will lead to a health hazard in the future.
Let's be fair and punish all equally not just smokers or khat users who I do agree are a burden on the health system, we are more likely to use the system then someone who isn't a smoker or khat user.
The system we have in Australia is good but if it were implemented in Somalia, the common man will complain they cannot afford to buy cigarettes and get black market cigarettes.
What Somalis need to do is tax cigarettes and khat to the point where it's expensive but still within affordable reach for the common man. This will reduce smoking numbers but will also make sure people do not opt for black market cigarette alternatives.
We already implementing taxation against the people. The tyrannical government should not be taxing people without letting people vote first. Somalia government should own couple businesses so they can raise revenue rather than going after the people. This what happens when U.N is giving you money and telling you the economic development. Is very obvious we are going to have like western countries 20-25% taxation on income, 5% sales tax, 10% capital gains tax, import and export tax, may allah have mercy on us a property tax.
Taxation is theft. If the person is nationalistic enough let them voluntarily pay taxes.

There is PL ID.We need an office called Puntland Registra that collects population information of Puntland, we need a birth-death-marriage registry so we can provide people with birth-marriage and death certificates.
There is a huge absence of record keeping in Puntland. We should be even keeping records of the weather, jobs, water sources, electricity. Everyone in Puntland should have an ID card be it driver license, student id, proof of age card as a bare minimum.
