Yeah just like how Egypt donated many planes to our air force back in the day before our alliance with the Soviet Union although they are strategic partners in that they are enemies to Ethiopia due to the Nile disputes

This doesn't fall under the arms embargo, that's a loophole where you can purchase anything as long as there's no weapon system. That's how the irainains get there attack helicopters they purchase it without the guns and produce their own to fit it
