It might but it isnt a deal beaker or close to impossible if the people/goverment put their mind into it than it shouldnt be to big of a problemI've been to both Djibouti and Borama several times (although did not travel between the cities) and with the elevation within borama area being over 5000ft above sea level and Djibouti being a coastal city then the terrain will undoubtedly vary a lot.
