Russia is promoting Orthodox Christianity. The only way to raise fertility rates is by having a very religious population. Communism made them atheist and this resulted in super low birth rates. Western Liberalism (EU) also makes people atheist and results in super low birth rates.

If Putin's vision is successful, he could end up with a Greater Russia that has a stable fertility rate above 2.1, land that stands to benefit from climate change, and a self-sufficient economy that can withstand Western sanctions (a new SWIFT system with China?). Even though he achieved that through evil methods (war and authoritarianism), if he succeeds it in the end that is pretty impressive.
