Maybe they think it will generate more jobs, they have a lot of educated young people now who cannot find employment.
Wasting state money is more dangerous
They are not going to invest by themselves, they are seeking international backers which are willing to invest. They have two obstacles which are human rights and ironically MBS himself.
I donβt see how investors could make profit. What are they going to sell?
They've been evicting the natives of the area to build this shit for rich foreigners and the royal family. Even killed some people. Probably won't even workout just like many of their other ambitious projects over the last decade including the "Kingdom Tower" that's been frozen and delayed for ages now.

They can make a profit from construction and the companies they own will get contracts for the smart technology which will be embedded in the city. I think this city will be like Hong Kong for the Middle East and have its own laws.
It's going to have it's own laws different from the sharia so as not to scare investors, they've apparently already issued contracts for the city's design.

The Saudis like most Gulf Arab countries like to be flashy and extravagant. In the not so distant future theyβll run out of oil and theyβve only just started to try diversify their economy.
This is why a country like UAE in the long run will be more successful because even though they donβt have the big oil reserves that Saudi Arabia has, the UAE diversified their wealth decades ago and anticipated that they canβt solely rely on oil. Proactive approach >Reactive approach
